European Citizens Summit and Demonstration
in Nice (France) on 6-7 December 2000

On
7 December 2000, the Heads of State and Government of the European Union
will meet in Nice to conclude the Intergovernmental Conference. This
began in February and is responsible for drawing up reforms of the Treaties
of the European Union. Pro-European NGOs and citizens will gather in
Nice to voice their demand of "A Constitution and a Charter of
Rights for the whole of Europe" and urge the Governments to move
to real European political unity enlarged rapidly to the entire continent.
Young people from all over Europe will come to Nice to demand their
say in the future of Europe.
The issues that the European Council will deal with are vital to the
interests of all Europeans, in the European Union and in the applicant
countries. The Nice Summit should take decisions on how the European
Union is governed (especially in view of the Enlargement) and on citizens'
rights inside the European Union (the Charter of Fundamental Rights).
The Nice Summit will have to prove that the Union is serious in addressing
the historic challenge of the enlargement to Central-Eastern Europe.
Instead of establishing a genuine, united, democratic and effective
European Union, the Heads of State and Government risk producing only
minor reforms, that would delay or jeopardise a successful enlargement,
Moreover, the Charter of Fundamental Rights risks being weak and reduced
to a simple declaration, instead of becoming a legally binding Charter
protecting and fostering European citizenship. It is therefore important
that European civil society, and particularly youth organisations and
their activists gather and make their voice heard in Nice.
Recent developments in the European debate have opened new and great
opportunities for progress. German Foreign Minister Joschka Fischer
has proposed a real "European Federation". French President
Jacques Chirac has proposed a "European Constitution". German
President Johannes Rau, Italian President Azeglio Ciampi, and Czech
President Vaclav Havel have advocated a European Constitution for an
enlarged Union. The European Parliament has been fighting for a "binding
Charter of Fundamental Rights". These opportunities can be seized
if the people of Europe show their support.
The Nice 2000 European Citizens Summit and Public Demonstration
in Nice are organised by a platform of European NGOs, led by the International
European Movement (IEM), the Union of European Federalists (UEF), the
Young European Federalists (JEF), the Permanent Forum of Civil Society
(PFCS), the Centre International de Formation Européenne (CIFE).
